You can&#039;t ask for a BMW, and provide the budget necessary to design an Aveo.  You can ask for a car, with a budget, and then determine you can get an Aveo.

		<description>I wrote this post late last night.  I neglected to state that I am greatly concerned about the people working for the Constellation program.  The two projects that I proposed in the blog would save many critical jobs from people working on the Constellation program.  Other projects could save more.  I don&#039;t think that the new direction has to be a doom scenario for the many people working on the Constellation Program.  

We could suggest to Congress to provide a stimulus budget to minimize the number of job losses.  NASA/Congress could go as far as providing compensation packages to people who elect to retire, or go back to school.  Congress could wave retirement age requirements, to obtain benefits, for people that are near retirement age.  The choice should be given across the board, to every person working for NASA (contractors and civil servants).  (Congress might not be in favor of funding NASA&#039;s current mission, but they should be in favor of saving jobs during a recession.)

I apologize if my post appears insensitive to the people working on the Constellation program.</description>

I believe you have the idea of a budget completely reversed.  When you design a product you intend to sell, you design to cost -- you don&#039;t cost to design.

Now if you don&#039;t intend to create value -- if you instead are determined to destroy value, or seek &quot;full employment,&quot; or simply want to redistribute wealth, then maybe you will do things completely differently.

In development of a specific product, you set the goals of what the product should do, and that drives the creation of the budget needed to develop the product.  

At NASA, we seem to define the budget and then try to fit the product development into the budget.  It seems that for the Constellation program, the budget was set to idealistic metrics, so that we could fit within the defined budget.</description>
